[Time Zone] Can't deploy Time Zone with lifetime

I'm getting this error in the screenshot provided when trying to deploy the Time Zone extension to another environment via Lifetime. I also see the following error along with the one in the screenshot in the logs of the target environment: 

Application with key 'f775cfe6-adf8-4f8e-a0c3-24662cf09158' doesn't exist.

This is the only application that is causing this issue.
