The basic edition starts at US$ 48 000 a year, it includes a user base of 100 end-users and it can be upgraded up to a maximum of 1000 end-users, if I want to upgrade the number of end-user become 1100 how much I pay for a year?
Maybe you can share your experience using OutSystems Specific for Upgrade maximum end-user ..

As far as I know: Yes, that is included, but please contact your sales representative or account manager for details about consumption limits, fair-use policies, etc.
