I've failed on my deployment with error like below:
Cannot delete the file E:\ProgramFiles\Outsytems\Platform Server\sharer\[MODULE_NAME].4202\full\bin\[MODULE_NAME]ReferenceProxy.dll, Please check if a third-party program is using it and try again.
and, I was redeploy with deactivated Anti-Virus then disable All Application. The result still same.

I'm not sure what is the root cause, however I found this topic talking about similar issue.
I think you can raise ticket to Outsystems or can manually delete the file directly as the topic mentioned.

I just searching the file for delete directly, but target folder is empty. It means the file was deleted. Idk why outsytems detect the file is used
One more suggestion, create a solution and a version and check "Publish with full compilations" before clicking the Publish button:
This checkbox worked for me when I had compilation issues.
whenever I face this issue I just try to redeploy the module. If it doesn't work, try to restart the services via LifeTime, it always works with me.
