After changing passwords of all users i still got problem that "OSRUNTIME account is locked".

Have you checked the service center if the user blocked ?

OSUNTIME is not an OutSystems user and as such not managed to the OutSystems Users application. It is a database user setup in the configuration tool for on premise installations.
