Hi, I must develop a website and app about renting houses for students at my university. (100 to 300 user accounts)
My website will be over if I use a personal account, but the standard license is very expensive for me (1512.5 $).
I want to buy a license whose price is cheaper (100$).
Can I do that?

Like Erwin said, the minimum price is high (it was higher a couple of years ago).
You can try to use the PE, if you don't have 100 concurrent users and you host images in a different server to save space (I guess moving images is enough to keep it below 2GB).

I'm afraid it's not cheaper than that.
Annnd it got more expensive with newer licensing price.
Now you pay 32K USD to have a single medium sized app.
I can almost hear Small enterprises and startup crawling to some other Low Code platform.
