I am new to OS, I am trying to build- application notifications,

For the notification, I need to show the user a notification icon first with notification count, when the user clicks on the icon then there will be a list, and the user can view newly added employees with the added by and added time. 

For example, If I added an employee from the employee detail page, then later I can see that on the employee listing page as a notification and the notification shows a number of notifications. In addition, how to check if the user has seen the notification or not. If the user only clicks on a specific notification, then only the notification will be seen otherwise it will show unseen/Unread.
