Hello,
I have Google Cloud Vision OCR API.  How can I use the Google Cloud Vision OCR API in OutSystems to detect text from any image? Can anyone help me to get the proper steps of it?

Google APIs are REST based. So start with getting familiar to the way OutSystems allows consuming REST APIs.
