Sharing you some tips and links below. There are some ways you can get the voucher for examinations. 

1. Join Outsystems Days Conferences (OSDC) events, these events have giveaways that include exam voucher. Go through this OSDC.
2. Join NextStep - This is annual online event also sometime offer examination voucher. Be updated with the announcement for next event.
3. Join Local User Groups: Sometime user group might organize events or raffles with exam voucher as prize. You can join your local user group and check if they have any upcoming events. You can find and join group from here.
4. Also register yourself in developer school.

To add to what was already suggested:

• If you work for an OutSystems partner, they get, depending on the partner subscription multiple free vouchers and one or more boot camps for free per year, to distribute amongst their employees.
• If you work for an OutSystems customer, that has an OutSystems customer success plan, then part of the plan a there are multiple free exam vouchers.
• If someone has won a voucher, and they don't need it,they can ask to transfer it to someone else (note that this is not always possible).

In the reply marked as solution, it was mentioned that NextStep is an annual virtual event, that hands out free vouchers. Although the event was 3 times virtual due to the COVID-19 pandemic, not each edition handed out free voucher. Also, this year it started to be an in person event, and to my knowledge no free vouchers were handed out.
