If your personal environment is deleted means your applications got deleted. You can fetch new environment. This option is available inside your environment login.

when your Personal Environment (PE) is deleted , you receive an email from OutSystems with a backup of your apps. This should be an OutSystems Solution Pack file (. OSP) that contains all the applications you had in your Personal Environment 

Refer to these forum posts to know your next steps, but you should be able to fetch a new Personal Environment.
