How Peraton and County of San Diego are transforming the citizen experience for 3M people with AI

Peraton is a private national security and technology company that provides IT services to several U.S. government agencies, including the Department of Defense, Department of Homeland Security, and NASA.
Another notable customer is the County of San Diego. The fifth largest county in the US, San Diego partnered with Peraton to deliver digital government services to its 3 million residents. As Thif Iruthayarajah, Chief Technology Architect for the County of San Diego at Peraton, put it, “Our goal is to grow the regional economy and improve the lives of residents by making government services better.”
The County manages critical services, such as marriage licenses, property tax collection, public health, and emergency response. But its outdated technology caused operational inefficiencies and a poor citizen experience. “For example, whenever a citizen searched for documents online, they had to type the exact keywords. If they didn’t, they had to sift through dozens of irrelevant results to find what they needed.”
So Peraton built a new user interface powered by AI using OutSystems.
Peraton chose OutSystems for its fast development, self-hosting options, and rich UI and agentic capabilities. “With OutSystems, we have full control of user experience, workflow, multi-agent coordination, and integration with AWS and native services,” Thif added.
Now, residents can simply ask a question and an AI agent provides a direct answer and a link to the correct document. This gives people faster access to information and reduces the workload for the County’s staff.
